The Emergency Food Assistance Program (EFAP) distributes United States Department of Agriculture (USDA) donated commodities to needy persons in the State of Florida. The Florida Department of Agriculture and Consumer Services (FDACS), Bureau of Food Distribution (BFD), administers the program for the State.

The Bureau shall enter into a written agreement with eligible recipient agencies (ERAs) and eligible emergency feeding organizations (EFOs) to distribute USDA donated commodities within the State. This agreement shall provide that ERAs and EFOs agree to operate the the program in requirements of this manual. The contract shall be effective on October 1 of each year and expire on September 30 of each year.
